No Character Limit under "Change Text" dialog for all entries

Description

Expected Behaviour: The "Change Text" dialog box under "Edit"-->"Comment" should limit the number of characters entered to their corresponding maximum number of characters allowed by the server.

Actual Behaviour: Currently, there are no limits.
