Implement an overlay to show who's talking

Description

Implement a tool to show information about Mangler's connection: who's speaking, what channel you're in, text messages, ping, etc.
This tool should be always on top, and should preferably have a transparent background, in order to be out of the way.
Also, this tool don't need to accept inputs from the mouse.
