I know that Ventrilo gives the option of setting WAV files to play when a hotkey is pressed. Does Mangler have anything like this funtionality?
(Short of putting the mic up to the speakers, of course)

Ventrilo doesn't really give you that option. Ventrilo has a way of making WAV "binds." The WAV files must be hosted on the server. However, the program you're looking for is the Mangler jukebox. It is not included in the package distribution. You'll have to compile it from source. Naturally, the whole process is undocumented :).
The jukebox basically sits in a channel and streams MP3, FLAC, or OGG files. You can control it via global chat.

Okay, I found the Jukebox source. Naturally, the notes at the beginning of the source don't exactly inspire confidence. I was not able to find any way to compile the program. I'm not incredibly experienced at compiling difficult programs, so I think this is not a program I need to be messing with.
Do you know of any alternatives? Like a program that can feed the output of [MEDIA PLAYER] into the mic signal?

Naturally, nope. Though, you can loopback playback audio as a mic source in PulseAudio.
